CS FOR HOUSE BILL NO. 317(STA) An Act relating to                              
recruitment, selection, appointment, promotion, and nonretention of            
state employees and to the duties of the Department of                         
Administration concerning those and other related functions; and               
providing for an effective date was read the second time.                      
                                                                               
Senator Mackie moved and asked unanimous consent that the bill be              
advanced to third reading and placed on final passage. Without                 
objection, it was so ordered.
